During my tenure with Exhibitions, the 2 most often asked questions (expressed
concerns) were about the partially open bloom requirement and what constitutes
a Blue ribbon, etc.?

As we approach the 2007 Edition of the Handbook, I am trying to remove any
"sore spots" and ambiguities.

I am quite open to point scale GUIDELINES for blue, red, white, but I do not
think that we should make these REQUIREMENTS.
