In answer to your question whether we have been doing our amendments to
pending motions wrong all along?  I think the answer to that is a qualified
yes.
 
A lot of the time, a motion is proposed and maybe even seconded, but then
there is discussion about the wording of the motion before the President
announces the motion for discussion.  In those cases, the original motion
maker and the person seconding have the right to accept or not accept the
proposed wording changes.  But, after the motion has been announced by the
President, then by Robert's Rules, any voting member of the board can make a
motion to amend the original motion.  If there is a second on the motion to
amend, then yes, there is discussion about the proposal to amend the motion,
and a vote on the motion to amend.  If the vote to amend the motion passes,
the orginal motion is then amended and the amended motion is voted on.  If the
motion to amend fails by vote, the original motion is then voted on.  And, it
can be much more complicated with other secondary motions.
 
I agree that by our rules for handling electronic motions, these things can be
unwieldy.  We do need to look at our rules for electronic motions at the
spring convention.  Perhaps we should consider revising our timeframes, or
allow secondary motions to be acted on  more expediently.
I also believe that a parliamentarian should be appointed.

I only have the revised 10 edition and it isn't the easiest to
understand, at least not to this lay person.  Anyway, for as far back as
I can remember, we have always allowed the members to voice their
opinion on an existing motion regarding changes but we have also had the
changes agreed to by the original motion maker and the second, or the
originators have agreed to withdraw their motion.   From what I see from
Gary's email, it appears while the motion is pending it can be amended
several times during the discussion process.  It appears this could drag
out motions for a very long time.  If we accept the motion to amend as
presented, that amended motion would have to go through the discussion
and voting period (two weeks) and then the original motion, possibly as
amended, would have to go through the same process.  This seems like it
would stop any motion from going forward in a reasonable time frame. 
Perhaps we should discuss this further at the spring board meeting and
Jim could contact our legal adviser and she could present a definitive
explanation of how this should work.  Have we been doing our amendments
to pending motions wrong all along?

During our Spring and Fall board meetings motions have been amended a
lot before being voted on.
