Thanks everyone for their thoughts.
My plan is to pass the request directly to the exhibitor/owner of the photo. 
It's their photo, they can decide whether they want to make 100 copies of it 
if they wish, and they can pass copies directly to whom they choose.  That 
choice has always been theirs.
I'll inform the person who wrote me that I have passed their request to the 
exhibitor/owner of the photo.
I would think most photographers will feel honored to receive a request for 
a copy of their photo.

Hello people,
Part of me says have him contact the exhibitor, but another, "suspicious" 
part
of me says (and I hate this) that the photo is of a child enjoying a flower
and we should not release it.  Other thoughts?
