At the AIS Convention in 2009, I presented a program at the SJI Section meeting entitled "The Dutch Connection: Unregistered cultivars and mislabeled plants". The problem is more pronounced with Japanese irises, but I have occasionally seen with Siberian irises also. This is the first time I have heard it mentioned with I. pseudacorus. I have heard Clarence mention the issue several times, but had not thought much about it until I met a Dutch grower and his wife who set up a greenhouse production facility close to me. We had many discussions about the business of plant production and the differences between production and marketing in the US and Europe.
The gist of it is this:
The Dutch flower markets, that are designed to efficiently broker cut flowers. With cut flowers, you can see what you are buying. There are quality checks and ways to resolve issues quickly. Live plants, especially dormant rootstock make up a very small part of the market. Growers send the plants to market and it is buyer beware. Unfortunately, the only buyers are brokers. The plant material goes on to growers all over the world, who in turn sell it to wholesalers or retailers, who in turn sell it to gardeners. At no point along the way do they actually see the flower in bloom, so there is no accountability.
I would point out that I saw no intent by any growers to defraud anyone at the plants change hands.
I had intended to write an article for the Bulletin, but the problem appeared to be so specific for a few Sections that I shelved the idea. Perhaps I should resurrect it.

AIS gave us registering all bulbous iris but not the responsibility for
bearded or beardless irises; Bulbous irises may bear the name of irises
registered by AIS but non bulbus irises including a clone of I. pseudacorus

Two Dutch Firms have used this name. They obviously do not care about accuracy
ince the image that one of them provides is of an Iris versicolor. I am not
ure how one counters this behavior. But I will send e-mails suggesting they
heck international registration information and question their suppliers

There is no I. pseudocorus registered with the name "Spartacus". In fact
PARTACUS is a TB registered in 1973 (previously listed in 1935 but released
