Sale/Auction of Iris Seedlings

All,
 
Is it not AIS policy that Hybridizer Seedlings (numbered or named) can not  
be sold or auctioned?  I know that is so regarding guest irises following a 
 Convention and believe it should be for all other instances as well.  I  
just haven't seen it written anywhere.  I need a quick answer on this as  
Region 18 has an auction this weekend in which one seedling is listed on the  
auction list and I am the auctioneer!
