like "killing the messenger?"
It seems to me that you have, at the very least, uncovered a clue to the
possible explanation for the problem. Now the need is to discover if this
attitude on the part of the USPS is of long standing, or of recent policy?
How come the mailing service doesn't know about the USPS policy when dealing
with the term "periodicals?' It is their business to know the vagaries of the
USPS. Has the AIS always used and had the phrase "Periodicals Postage rate
Paid at XXX " printed on its mailing enclosure, or is that a recent change in
terminology ? Why does that phrase effect some mail centers and not others?
(I rather know the answer to that one having dealt with the variations in
postal attitudes between states -- Oklahoma to California to Virginia to New
York and back to So. California.)
With this knowledge, have you uncovered a problem we can fix? Will the
USPS allow us to use a different word from "Periodicals, and if we do will
it influence a positive delivery time?"
