I have a few questions about this. 1) Why is there no mention of  non-profit 
organization? Are we getting the non-profit organization publication  discount 
rate? (Periodicals of non-profit organizations have a lower rate than  other 
periodicals). 
 
2) Are the Bulletins dispatched from Glendale, CA? (I believe the rules are  
that the mail must be sent from the post office where the non-profit 
publication  discount rate is approved).
 
 3) Have we received from USPS a reasonable expectation of delivery  times to 
various areas of US? (I asked my local post office here in McLean  and they 
told me delivery of publications should be within one week any place in  the
