Not so fast.  I would need convincing that departmental budgets are  not 
part of a general budget.  I worked in the Controller's office of  a 
multi-billion dollar corporation with individual departments controlling  
multi-million dollar budgets -- both military oriented and commercial oriented  that 
were kept meticulously separated.  However, the Controller had the  final say 
in monthly reviews (more often if needed) as to whether or not good  
store-keepers could continue to spend or not if other  divisional companies were in 
the red.  As the Controller's assistant, I  many times shifted budget 
monies from companies, divisions, departments or even  projects to others who 
needed help as conditions changed.  Usually the  president/CEO was informed in 
advance of major budget shifts but not  departmental/divisional/projects.  
In our strategic planning and daily  operations, protocols and processes were 
in place to be followed.   Exceptions could and were made as needed but 
there was an overall bottom  line.  The Controller by authority of the prez/CEO 
made sure all toed  it.
 
I recognize this to be a relatively minor expenditure but AIS can not  
continue indefinitely to spend more than it takes in.
