Well, that answers that question.  Could you maybe make a deal to purchase 2 laptops for the $1000, maybe the second one at a cheaper price to be used only for a backup?  I know it's asking a lot, but times are hard for a lot of stores and it never hurts to ask??  Mine is using Vista, but I don't have the information stored that you do nor do I use the graphics you do and I got it for real cheap a few years ago during Back to School sales, which will be coming up soon.

There were multiple mechanical problems with the existing laptop. The LED screen was starting to fail along with the problems booting the system. The mother board has since failed completely. While the IRS may allow 5 to 7 years most major universities allow 3+, 4 on the outside before they recycle laptops due to increased repair incidents and downtime. This is about average.
To satisfy anyones curiosity as to weather due diligence was performed regarding fixing what we have, the answer is yes. As it turns out it would be less expensive to buy new.

I await your further deliberations.

While it is very unusual for a relatively 'young' laptop (3 years) to crash, I wonder if any steps were taken to see if repairs could be made (i.e. new hard drive, etc.)?  According to IRS rules, a laptop/computer has a life of 5 to 7 years - generally the operating system becomes obsolete before the actual mechanism does.  Tom should definitely get the newer operating system and software to make his job easier, and we need to act ASAP. Would it be possible to have repairs done to the laptop for a back-up system?  Instead of using Rita's.
