I think there is somewhat of a misunderstanding here. The way I would take this is that we have a committee that would work on guidlines for Requirements and those would be developed over a longer period of time. But that SUGGESTED guidlines that were not really binding would be created almost immediately. That is the July 4th date. We can see how those work and that would provide some guidance for the submision of material initially. Less tentative guidlines that would have the benefit of the experience of the preliminary guidlines would be created at some point in the more distant future. I think an evolution of the process is better than trying to make mandatory rules that can hardly be well-considered without this preliminary experience. I see the motion as adressing this developmental phase not a final solution.

I question the July 4 date for the committee's suggested guidelines. That's
pretty aggressive given the fact that some committee members will likely be
hybridizers whose time is pretty limited between now and mid-June. Plus there
is 
the convention coming up, which would ideally be a venue where committee
members 
attending could meet face-to-face - but doesn't give much time
following that 
to develop sound recommendations. 


Is there a reason that
particular date was selected? I think a later date is 
more realistic.

A)    The AIS Registrar shall begin requesting volunteer
image submission with
new registrations.  Images shall be accepted by the
Registrar, archived in the
AIS Library, and displayed on the Iris
Encyclopedia.
B)    The AIS President shall appoint a registration committee
to facilitate
implementation of registration image collection, archiving, and
disposition.  
This committee shall propose suggested guidelines for
registration images by
July 4th, 2011.
