Tom,  This is great that you are setting up pay-pall, etc.    
Can the application forms have a blank space for applicants to put  in the 
(or an) affiliate? We in Region IV are continuously getting  applications turned 
by one affiliate, and the applicant appears on a different  affiliate's 
membership lists.  Thanks, Jerry
