     I too believe we should give the subject a rest with regard to 
conjecturing about the "why" of this particular situation. The USPS is a difficult maze 
to find your way through (just try their web page). Having said that, 
however, I do want Ron to continue to bird-dog these kinds of circulation problems.   
I would like people with very late Bulletin deliveries to continue to send 
that info to Ron , and I would like Ron to continue to track deliveries 
(involving any issue) with the chance that such tracking might uncover a trend, a 
pattern -- in short, a problem situation that is intermittently active and varying 
in size of those effected.
