In the days when the Bulletin was published in TN, the 2nd Class  Postage was 
identified as being paid out of Sun Valley, CA -- and  the undeliverable 
Bulletins were returned to Marilyn Harlow in San  Jose. At that time what we being 
charged was not called "bulk rate." What  we were being charged was 
designated "2nd Class Postage rate," which I am  beginning to believe no longer exists. 
 At least I can't pull it up on the  USPS web page which has more information 
(in administrative-vocabulary) than one  wants to encounter.
    There is a difference between "bulk" and  "non-profit organization 
mailing," but understanding how and what effects  the handling of "periodicals" from 
one group (profit vs non-profit) to another  is about as clear as mud.  As 
best I can find there is no delivery promise  made except on the "Express" and 
"Priority" types of mail.  There is  some outline of preferential treatment 
ranking, but nothing you would want  to risk your life over.
