As the person who replaces the damaged issues I have a few points to make.
Normal replacement per issue is about 3 or 4 out of 3,200+ mailed.
I get anecdotal information from members that damage is greater than reported
to me. Which leads me to believe that another half dozen or so members are
"suffering in silence". So let's say there are 10 mangled issues per mailing.
Shown as a percentage that's 0.3125%.
It cost me $2.32 each to send a replacement issue x 10=$23.20. If it costs
more than that to shrinkwrap then we might want to tread carefully before
adding more cost to the bulletin.

President Morris has asked that the following statement be put out on discuss
for your comments.
All,
For the past two or three years AIS has had a problem with delivery of the AIS
Bulletin Irises. Many people have reported that delivery of their bulletin
has been mutilated or delivered with missing covers and pages. The editor
proposed for at least two board meetings that the board take action to approve
his request to either shrink wrap or insert Irises in mailing envelopes. In
addition, at the Fall board meeting 2012 I presented a flashdrive digital
presentation from members in Wisconsin illustrating the mutilation of several
of their bulletins. At that time, and previously at the editor's
presentations, the board chose not to take any action to approve a change to
the current mailing via USPS. With the latest repeated complaints from east
coast and west coast areas, I feel we must re-address the continuing problem.
I would ask the editor to once more provide a cost estimate to the board from
Sundance Press as to the expense of either shrink wrapping or inserting all
issues in mailing envelopes. In excess of ten people have told me that they
are considering dropping membership because they cannot receive a whole
bulletin. When we approved the third staple (for $50 an issue) it solved the
previous problem of covers coming apart. Now I feel we must do something
about this bigger issue as well.
