 Roy; I will withdraw my second as you wish. I am not checking e-mail with my
usual consistancy so may be a little slow to respond, my apologies.

Even though I am doing as you wish, I do believe we should be able to consider
most topics via e-mail. Unfortunately it seems that is not in the life-style
of most directors. Nonetheless there is often little time at fall meetings for
a great deal of discussion. I believe it would be preferable to have issues
and motions presented and discussed a good deal in advance of the meeting. I
know that i am not as quick in understanding and responding to issues as I
once was. It seems it would be more courteous to everyone if motions could for
the most part be presented in advance and mulled over. The hasty decisions
that are made in the heat of the moment at a meeting may later be regretted or
at least wished to be have been modified. I would prefer that most of our
business be conducted in this forum because it allows for contemplation and
research that can not occur at a board meeting. It also allows for change to
occur at any time of the year and not just designated intervals. I like many
of us often wait to the last minute to accomplish at least some of my tasks.
The board meeting stimulates something to happen at least twice a year. But is
this really how a viable organization should function. If any motion that
required action had a goal set for the time of its completion and a cost set
at the time of its approval then meeting dates would not be needed to motivate
me to get something accomplished.  Respectfully Bob.

Your request is certainly reasonable so my motion is withdrawn as soon as
Bob withdraws his second.  I do request that the Standing Rules concerning
electronic voting and conducting of AIS business be publish in their
entirety on AISdiscuss so they may be carefully reviewed by anyone who
wishes to do so.

I agree that the two Standing Rules concerning Electronic voting need to be
reviewed and presented for discussion/adoption at the fall BOD meeting in
Las Vegas.  I do not believe that an equitable solution can come without
full deliberative action at a convened meeting of the BOD.  Therefore, I
would request that you and Bob Pries rescind the motion and we not attempt
to take any formal action until the fall BOD meeting.

I need a little help with understanding the problem. Why can't Standing

Rules be modified by a motion?  I personally don't believe 7 days is enough

time since not everyone uses e-mail on a daily basis.



Item 5 is also poorly worded since it does not specify what happens to a

motion that hasn't received enough votes to make a quorum. Second, I know

perfectly well that not all votes I've seen on AISvote included a full copy

of the motion.

You will need to amend your original motion (seconded by Pries) in that the

Standing Motion noted below and fully in effect specifies the time period

for electronic discussion and the time period for electronic vote.







The Board of Directors at its spring meeting 2003 in Falls Church, VA (see

AIS Bulletin No. 330, July 2003, p. 83-84) passed a Standing Rule setting

out guidelines for electronic discussion and voting.







Item 2.  Any member of the Board who wishes to do shall present his/her

comments by electronic mail to each and every member of the Board.  Unless

otherwise specified by the AIS President, these comments must be transmitted

within seven (7) days of the initial electronic call for discussion and

input.







Item 5.  Each Board member shall copy the full text of the seconded motion

and vote YES or NO and submit that vote by electronic mail to each and every

member of the Board.  The vote shall be transmitted within 7 days unless

otherwise specified by the AIS President.

John's information changed my perspective on the use of AISdiscuss for



making motions, but I don't believe there is anything wrong about also using



AISconfer for motions.







The second part of the motion deals with setting a defined period for



discussion of electronic motions. In the past the period of discussion has



varied from less than a week to several weeks and we would benefit from



establishing a set time period for discussion. In the past I've noted



comments against a defined time for discussion because it might keep the



President from addressing emergences quicky. I tend to discourage decisions



"made in hast" because their unintended consequences often take lots of time



to correct.  Besides, any actions the AIS Oficers might be forced to take



without full discussion can be "radified after the fact."







Well back to gardening.

The current use of AISdiscuss to make motions is the opposite of the way we



conduct AIS Board business.  In Board meeting a voting member of the AIS



Board makes a motion and another Board member seconds it before opening the



motion up to public discussion.







The electronic process should be the same process as the way we conduct



business in our Board meetings.  AISconfer is the correct discussion level



for the making and seconding of motions.
