There is an intellectual property committee. It deals with requests
from outside AIS. There is no need for internal AIS committees to go
through the IP committee. That material remains AIS intellectual
property.
I believe that AIS committees, particularly the PR committee, which
includes publications responsibility, can reprint articles from the
bulletin without further permission.
If Sections and affiliates can reprint without permission, why not the
PR committee? or any other duly-established AIS committee?
If such printing exceeds the committee's budget, then that expenditure
would need Board action, but that is a separate issue.
I also believe that the current statement in the bulletin should refer
the decision for external reprints to the IP committee.

To my knowledge that committee has never been dissolved. The original Chair was Jody Nolin and I believe the current chair os Bob Holingworth.
