Jim,

This is one of the reasons that I want the Scientific Advisory Committee to
study and recommend a carefully worded policy.  I do not find a carefully
worded policy anywhere in archival Board action.

I favor this policy but I do question the meaning of "with good collection  
data."  What may be "good" for one may not be adequate for irisarians,  
horticulturists or taxonomists.  I believe the committee needs to devote a
little 
attention to this.  I know there are several people in Florida and  the Gulf

states who have stepped up their collection efforts faced with the  rapidly 
diminishing loss of natural habitat there.  Sometimes defining what  they
have 
collected is not easy since most are amateurs.  Thank you for  your
attention.
