[AISvote] Proper Use of AISVote Listserver

I would like to review the proper use of the AISVote@aisboard.org list.

The only time you use this list is to reply to a message that is 
initiated by The AIS Secretary (Jill Bonino) that is sent to the list.

So you will receive a message that will have:

 [AISvote] Call for a Vote

 in the Subject line. The body text will have the description of the 
motion.

Only the AIS Secretary initiates a message to AISVote.

Everyone else uses only the "Reply" function
