[AISvote] Appointment of new AIS Registrar

As previously advised:

"President Judy Keisling has appointed John Jones as the new
Registrations Chair. John brings not only his expertise with the genus
iris but also advanced skills in the computer technology required to
manage and maintain registration information."

It is now time for the board to vote on this appointment.
