[AISvote] motion regarding new computer for Memsec

The discussion period for the below motion has now ceased and it is now 
out for vote.  As a reminder, based on the motion made and passed at the 
Spring board meeting we only need a simple majority of the voting board 
for any motion to either pass or fail.

"That the AIS Board authorize the Membership Secretary to purchase a new 
laptop and necessary software for the MemSec operations with a budget no 
larger than $1,000."
