All permissions are in writting.  Never verbal!
Thank you for asking, it appears I did not make myself clear.

The Photo Contest requires a signed form which has a "permission to
use" on the form.  So too the Image Coordinator form.  AIS Digital
Programs permission has been obtained from the photographer and the
copyright statement at the end states - to also contact the owner for
any use of the material.
