Does this mean that neither AIS nor the mailing service gets the reduced  
rate for a nonprofit organization publication? If so, it probably means that we  
are paying more than we should be. If this is the case, we should be able to 
get  the approval for the nonprofit organization publication and get a cut in 
our  cost to the mailing service. If so, I wonder how much this would save AIS?
