Unfortunately, then it comes down to a question of cost!  Inserting a tear-off sheet is expensive, even inserting an unattached card is expensive, because it has to be done manually.  However, we could print a page in the Bulletin, which members could then mail in --- but to whom?  Again, it would seem to me that complaints to local post offices would have the greatest impact...
