RE: Modified motion to use AIS confer for the making and seconding of motions


AIS Board Members,

I have modified my original un-seconded motion below as follows:

"I move that electronic motions may be made on either AISconfer or
AISdiscuss and after they are seconded they be placed on AISdiscuss if
necessary for 10 days prior to moving them to AISvote."

John's information changed my perspective on the use of AISdiscuss for
making motions, but I don't believe there is anything wrong about also using
AISconfer for motions. 

The second part of the motion deals with setting a defined period for
discussion of electronic motions. In the past the period of discussion has
varied from less than a week to several weeks and we would benefit from
establishing a set time period for discussion. In the past I've noted
comments against a defined time for discussion because it might keep the
President from addressing emergences quicky. I tend to discourage decisions
"made in hast" because their unintended consequences often take lots of time
to correct.  Besides, any actions the AIS Oficers might be forced to take
without full discussion can be "radified after the fact."

The current use of AISdiscuss to make motions is the opposite of the way we
conduct AIS Board business.  In Board meeting a voting member of the AIS
Board makes a motion and another Board member seconds it before opening the
motion up to public discussion.

The electronic process should be the same process as the way we conduct
business in our Board meetings.  AISconfer is the correct discussion level
for the making and seconding of motions.
