In our other volunteer organizations, we call them the "STP" --- meaning
either 
"same 10%" or "same ten people"

I would amend the above to say that in my experience only 20%
ever do an 
appreciable amount of work during their period of membership, with
the number 
helping out significantly at any one time being much closer to
10%.

But all of Bob's points are still valid. We are not utilizing even 10%.
