Dear Jeanne:
I wish to express two ideas.  First, I suggest that you obtain Bill  Shear's 
advice on this matter.  As you know, the scientific community has  it own 
unique rules and protocols, some of which are responsible for a few  personal 
scars I bear from "transgressions" when I was the Director of Research  Program 
Management at EPA.  I have absolute confidence in Bill's scientific  advice and 
opinions and in his good sense.  
 
Second, I think the idea of having a chairman of the scientific committee  or 
even a "liaison" who is not a scientist would be a mistake. Despite the fact  
that I spent many years working with scientists and am an avid reader of  
scientific books, especially on botany and evolution, I would not want the  
responsibility of such a position. Scientific nuances and subtleties can be very  
important but are often not understood by nonscientists. 
 
Personally, I think putting our "scientific eggs in one basket" makes  sense, 
but I predicate this opinion on what Shear might say. There is one thing  of 
which I am certain. We never again want to print material in our Bulletin of 
the sort that was in  No. 286 and 290.  What an  embarrassment!  Thank you for
